mounting of boxes

i've been doing a lot of service work lately and came across a weartherproof box mounted to a piece of emt in the ground (like a stake) and had tie wire going through the inside of the box and tied to the stake through two holes drilled into the back of the weatherproof box to the stake. where can i find this violation

How about 110.3(B)

The UL only permits field drilled mounting holes in enclosures 100 square inches and greater.

Article 314 covers boxes.

The original post is a violation 314.23(E) or (F).

I can't find it either
