Move interior panel to exterior: connecting rear of two panels

I am doing a panel replacement job in a triplex that failed inspection because some (pre-existing) circuits in the panel control common areas and the panel in not accessible to all residents (NEC 210.25 violation). The panel is on an exterior wall so the inspector suggests moving panel to the exterior on the other side of the wall where it is accessible by all.

I want to place the outdoor surface-mount panel directly on the opposite side of the wall, and drill through both panels (and the wall) so that THHN wires can be run between the exterior panel and the existing interior panel (which will now be a junction box). Is this allowed under NEC? What type of fittings can I use to accomplish this? The wall thickness does not allow room for two terminal adapters (wall is about 1 inch).

f this is a service panel it may have been grouped with other service disconnects in its current location
 
If you cannot get the correct length nipples a few pieces of running thread would also work and can be cut to any size needed.
 
The interior panel is most likely recessed in a stud space, i thought the same thing at first, if its the exterior board and siding it would be possible.

My thought as well. One time I had a recessed panel and a meter behind it. Had to take two PVC terminal adapters and cut them down to make a short nipple.
