On an inspection recently for a commericial masonry building the Electrical Engineer required all conduits be sleeved. I ask what was the reasoning behind this and he stated you're required to have movement. He stated when conduit is installed in a grouted cell there is no way for the conduit to have movement. I am located in a seismic C & D catagory. I have not been able to locate where he got this information. I have looked in the ASCE 7 and can't find anything that reference's this. Does anyone have any idea where he may have got this idea?
 
From the 2009 IBC:

"1906.3 Conduits and pipes embedded in concrete. Conduits, pipes and sleeves of any material not harmful to concrete and within the limitations of ACI 318, Section 6.3, are permitted to be embedded in concrete with approval of the registered design professional."

So based on that, the engineer is granting approval with the condition sleeves are to be used...

I do not have any experience with seismic consideration so can't provide any guidance there...
