I think we can not categorically called it arc fault but instead switch fault.In my opinion only arc fault can be categorically applies to the equiptment which utilised arc such as in boiler igniter,welding machine,transformer oil insulation tester and etc.
But the picture is very interesting this give me more precaution when handling ELECTRICAL SYSTEM.That's why we always give maximum safety in dealing with electricity.

ALWAYS THINK OF SAFETY FIRST...

It is a movie of a high voltage switch opening to de-energizes the lines.

Typically this arc occures on a humid day with enough impurities in the air.
