MSB dimension and location

I recently take on one non-residential project. The first floor is for commercial use, second floor is for residential use.

Attached is the single line diagram and MSB dimension.

The MSB size for this project is 400 Amps, 1 phase, 3W, 120/240V.

There are five meters, one meter for house panel, three meters for residential tenants, one meter for commercial tenant. Please help me to clarify the following issues:

1. Please kindly help me check whether the MSB location is correct. The width of hallway is only 3'11". But I think it is too narrow to install MSB and meters. The minimum front clearance per code is 3 ft.

2. The architect wants to know whether we need to install a one-hour cabinet.

3. If the hallway is not suitable to install MSB, where is another option to install MSB? Install outside or other space?

By the way, this project is in California, we determine meter location and clearance based on PG&E greenbook.

I really appreciate any advice.
