I've never worked anywhere that was msha regulated, so I hope I don't break some rule I don't know about, but I would LO/TO circuit. Determ one phase wire, and ground wire at motor control center. Then determ the same phase wire and ground wire at motor and tie them together. Go back and check continuity at the MCC end.

That is a lot more work than you need to do to satisfy MSHA and actually cannot be done under their rules as they require testing once a year and after any work or reconnection. I just did some work in a MSHA covered facility and talked a bit with their electrician. They use a test set and a long cord(s). The test set subtracts out the resistance of the cord. It is connected from the point where the main bonding jumper is and run out to each piece of equipment. It is not directly connected tot he EGC at the equipment end...it is connected to the metal parts of the equipment. This set up does measure any parallel paths if they exist, but that is ok with MSHA.
Note if you have not worked in a MSHA facility before, you have to have MSHA training before you go to work at the facility. There is a lot of paper work and the inspectors can be a lot harder to deal with. We got a citation for not setting the parking brake on one of our pick-up trucks that was parked on level ground.
