Mud Ring

Not for many fire alarm devices like the one shown. They make a mud ring for a 4 11/16 box that has the same size and pattern of the 1900 box shown.
 
I thought a mud ring was only needed when the face of the box is not flush with the surface of the sheetrock.

Some horn/strobes mount directly to a 1900 box. If you use a Caddy or B-line screw gun box bracket, you can gauge the bracket for 1 1/2" and use a 2 1/8" deep box. With 5/8" sheetrock that would put the box flush with the finished wall.
 
Wait so now I'm a little confused. The size of the box will determine whether or not a mud ring is needed?
Basically, yes. The back plate of the horn/strobe units I've installed have keyholes like a 4" cover, so they will mount directly on the 8-32s of a 4" sq box. A 4-11/16" box is too big, but the right mud-ring will allow the backing plate to be installed on one.
