Mulitple services for a single address.

Can you have a separate electrical service for a single address? The main dwelling has a service but the homeowner wants a separate service to an accessory structure but the AHJ is using article 230.2, saying that you can only have one service per address. We install separate services to metal buildings (shops) all the time in different counties.
 
I've never heard of a separate service to a separate building being a problem, if it's not against local regulations or utility company requirements.
 
I think the AHJ is reading something that isn't in 230.2. It does say "A building or other structure served shall be supplied by only one service ", if you have two structures, that section instantly goes poof. It says nothing about addresses, land plots, etc.

If the PoCo is willing to do this and the owner is willing to pay for that second service, that ought to be the end of it.....
