I'm not sure that I understand the question.
The maximum load on the neutral would be 20A, just like it would be on any of the phase conductors.
You'd get this maximum if you had a full 20A load on only one phase of the multiwire circuit and zero on the other 1 or 2 phases. Under that maximum unbalanced condition, the loaded phase and the neutral would be carrying an equal current.
