Is it okay to install a five conductor tray cable for a lighting feed on a three phase 208volt system an use a red and blue phase on one set of wires from one three phase breaker and red and blue from another three phase breaker within the same 5 conductor cable for the lighting circuit. Could not locate article and section in code book to verify

If you are not using a neutral for either circuit, it would seem to be just fine. The provision that all of the conductors of one circuit must be contained in the same cable or raceway will not be problem as long as the third phase (black) is not being used for those lights. If there were a neutral involved, you would have an MWBC and would have to put handle ties between the two breakers.
And nothing prevents you from putting two circuits into one cable as long as they are properly identified.
