Multi dwelling service calc

I am calculating the service for an assisted living facility. There are 2 services, one for electric heat only and one for the rest of the building. There are 63 units that each have their own electric heat. The total connected load for the heat is 1448 amps. The heating units are 208 volt single phase and the service is 120/208 volts three phase. I have read Article 220.82(C)(6). Do I really take only the 40% of the connected load for the service size?

220.82 applies to an individual dwelling unit, not to a bunch of them. If you do indeed have 63 dwelling units then 220.84 applies. If you have 63 bedrooms in a large facility with central cooking for example, then I doubt that either will apply.
