Can I use the optional method for a multi-family dwelling if the service is greater than 100 amps, but the feeder to each dwelling unit is only 60 amps? 220.82(A) states:

This section applies to a dwelling unit having the total connected load served by a single 120/240-volt or 208Y/120-volt set of 3-wire service or feeder conductors with an ampacity of 100 or greater.

As I read it, either the service OR the feeder has to have an ampacity of 100 or greater, but not both. Thanks.

I read it the same way, too. If it's a multifamily dwelling served by a service then the service has to be over 100 amps. If it's the same building but served by a feeder instead then the feeder has to be over 100 amps.

Your situation is within the scope of the code reference, as far as I can tell.
