The scenario is a 12plex apartment building and new construction 10 stall garage. The owner did not want a walk through door and desires to have an indoor panel that will Be located in one of the stalls. The overhead doors will be able to be opened in the case of a power outage. AHJ states that it needs to be outdoors or in a commons place. I agree with him but am
Struggling to find the code that nails it down. Owner has went to the point that he will forsake power altogether if he doesn't get it inside. Even a walk through door would not work if it is not accessible to all tenants?
Any insight would be greatly appreciated.

I am not sure that the stalls should be considered as part of the "occupancy" IMO. The stalls are not actually part of the dwelling unit.

240.24(B) Occupancy.
Each occupant shall have ready access to
all overcurrent devices protecting the conductors supplying
that occupancy, unless otherwise permitted in 240.24(B)(1)
and (B)(2)
 
He considers them storage, and he also considers himself to be continuous management.
It does say that the exception would require electrical service and maintenance to be provided by building management. Would that suggest him to be licensed in the electrical field, Or just be able to reset a breaker?

NEC is vague, but it just says management so I would say that means he is capable of calling someone if needs be. He need not be an electrician or capable of resetting a breaker, just capable of dealing with the situation.
 
I am thinking of calling the AHJ on this again on this one. If it is in one stall and he is management able to field calls and address problems then he probably has a legitimate point.

Having a property manager for the complex should satisfy the 24/7 ability to call for response. Seems he is required to have at least 1 receptacle so no power is off the table.

Egress doors have to be side swinging. I know that's not an NEC issue but he may have more to deal with than he knows.

We would normally see the garage as part of the house panel distribution and if that is the case than the owner is the only one that would be required access
