for a multi family dwelling 8 unit apartment building. do you first calculate the general load for each unit then add up all units then apply the demand factors?

Usually you calculate each part then multiply by 8. So a 1000 sq. ft apart-- 1000 x 3 = 3000 x 8 =24000va
sabc= 2 @1500= 3000 x 8 etc

Are you able to use 220.84 or do you have to use the standard method?

Here is what 220.84 states

all the following conditions are met:
(1) No dwelling unit is supplied by more than one feeder.
(2) Each dwelling unit is equipped with electric cooking
equipment.
Exception: When the calculated load for multifamily dwellings
without electric cooking in Part III of this article exceeds
that calculated under Part IV for the identical load
plus electric cooking (based on 8 kW per unit), the lesser of
the two loads shall be permitted to be used.
(3) Each dwelling unit is equipped with either electric
space heating or air conditioning, or both.
