Multi-Family FACP Circuit

Multi-Family project where fire sprinkler was added. GC built fire sprinkler room which houses riser and FACP. Engineer told us to run FACP circuit from a tenants panel, however, Fire Inspector told us, "In no way can the FACP power come from a tenants power."

Does NFPA72 say anything about where the circuit feeding an FACP must originate? Or does it all fall back on "accessible to qualified personnel only" meaning we would have to install house panels that get locked?
 
As far as where to feed the FACP (and the lighting, space heater and service receptacle in the "fire alarm room"), wouldn't 2011 NEC (sorry that was the first one I grabbed in the office) 210.25 B cover this....
