Multi-family service upgrade

Property manager wants me to quote, from owners request, a new 100 amp panel for each tenant.

I'm not sure what the main service size is. Main riser is RMC measures 3" outside and cloth covered copper conductors.

The main service enters a gutter with five meters- 4plex plus house meter and 4 40amp disconnects feeding apartment fuse panels.

Each apartment only has (5) fuses (2) 20 amp appliance circuits, and (3) 15 amp lighting circuits.

House panel services common boiler, common laundry (washer gas dryer) and common basement lighting.

Owner is considering adding a fifth apartment in basement new meter and panel.

New install would still fall under six disconnect rule, but do you feel that main service entrance conductors are adequate? If I do a service calc. the demand should be OK. View attachment 3669

You had 40 amp feeds and you're changing to 100. Probably for future expansion. So even if the calculated load NOW would let you leave the riser, it does not allow for future expansion. IMO I would re-size for for new panels.

If you have cloths covered cables, you have a lot more to do then just change panels, when you open the existing meter pans, the meter lugs are most likely ready to fall apart.
Sounds like a property manager showing his lack of knowladge. or trying to find someone new to contracting.

Ask them if this is because of insurance?
