in a multi family service, can I use table 310.15(b)(6).for the main service.and all so for sizing the feeders to the apartments service panels.

In my opinion, if the main panel does not contain breakers other than for the feeders, you could use 310.15(B)(6).
If you have other OCPD's in the "main" panel, you would have to use 310.16
