Multi-Family Unit Load Calculations

I have a plan reviewer stating the unit mains & Building Main needs to be 100% rated. Unit load calculations were done per 220.82 (98.28 Amps), and I used the optional calc for the Building Load 220.84. (1157.05 Amp)

I have 100 Amp mains for units, and 1200 Amp main for the building.

Being that residential loads are non-continuous, I don't agree the mains should be required to be 100% rated.

Any suggestions on code reference to support my opinion?

They only need to be 100% rated if the 98 amps were continuous loads. I agree with you. Personally I would have designed 125 amp mains but I guess they are saving dollars
