In an apartment complex we wired 2 years ago the management company had a tenants meter booted by the utility in a multi-metered assembly. The tenant resolved his payment problem and the utility was called to restore the power. They refused saying they were reading 30 amps on his neutral with the meter booted. I can think of several scenarios that might cause this but I was curious see if there were any other thoughts out there

1) That tenants neutral was landed in the meter stack on the wrong terminal.

2) That Tenants neutral is bonded to a grounding conductor downline.

3) Someone is steeling power.

Might amp-probe check the GEC taps coming from the other services at that building. Depending on how neutral/GEC are joined together physically, a loose neutral in another service could send all its current across to others through the GEC.

With no line voltage service to the residence and a return current on the neutral suggests one of two conditions.
1) The apartment shares a common neutral with adjacent units. (Not unusual with a 3 phase service and "stacked" apartments).
2) The tenant was "borrowing" electricity from a neighbor and the return current was carried on his neutral. (Cut a hole in the parting wall, grab a hot wire, tie into your branch circuit, back feed your panel, and your neutral carries the return current.)
