I have separate multi-story buildings sitting on a LARGE 2-story underground garage. The garage pretty much takes up the entire construction site. There will be more buildings built on top of it in the future. It is being proposed to supply the first two buildings from exterior SES's through the underground garage. I am thinking this can't be done per 230.3. :? Any thoughts?

Service conductors, no, unless you somehow install them in a way that they are considered "outside the building", even that can be interpreted differently in different places though.

I believe I have answered my own question. The POCO feeds the SES outside the buildings and garage. THEN the feeders from the SES to/through the garage are then branch circuit FEEDERS. Not SERVICE FEEDERS. 230.3 applies to SERVICE FEEDERS. :slaphead:

You shouldn't call them "service feeders". Those are two different terms.

Is this "garage", even though it is sort of a basement from my understanding considered to be a separate structure as well as the other "buildings" on top of it?

If anything you could have some issues with art 225 part II and multiple feeders to/through a building depending on what you have there. I don't know what you mean by SES, but am assuming it contains service disconnect(s). If it is outside but on or immediately adjacent to "garage" it would be considered supplying the garage in most places. The additional "buildings" above would likely be just considered separate tenant or occupancy spaces but still part of same structure in many places.
