if a new customer and lease space wants a meter loop and service on an exisiting shopping center multi tenant gutter. does this require a load analysis? does power company decide if new service is possible? im just trying to familiarize with the process and procedures for this particular process.

I am not exactly sure what is going on. How many existing service disconnects do you have and where are they located? Do you want to tap off the existing service to add another meter?
The inspector is well within his rights to ask for load calcs when adding to a system. Whether he will or not I Connot say. Utility data may be a quick and easy way to find out how much capacity you have.
