I have determined that my 3 conductor tray cable is to be treated as a single cable for the purposes of raceway fill calculations (notes 5 and 9). A 53% fill allowance per Table 9-1. However note 2 references Table 9-1 only applies to complete conduit systems, these are only drops from the cable tray to the equipment. The installation requirements of TC and RMC obviously include a reference to Table 9-1, but this all seems circular now. Some of my fill calculations have come to 55%, that would be a reasonable overage; why not as much 75%? Does anyone have an interpretation?

I would consider conduit run from cable tray to equipment a complete conduit system. If you have a calculated fill of more than 53%, you need to use larger conduit.
