What is the code section for how many recess lights/ceiling fans I can put in a multi dwelling unit that has a fire rated ceiling.

Since when he inspector was over[Checking to make sure the hot water disconnect and new hot water was installed properly for permit], he said there is a calculation you need to do for amount of penetrations you can put in a ceiling for recess lights.

I just cant seem to find the code section for this?
 
You will likely find the requirements in Building Codes.
Tenant separating and even floor separation in one family must meet applicable fire stop codes and the details will vary depending on your fixture and many other variables.

Your building inspector might be able to help although often an engineer or architect input is needed.
 
Doesn't the use of "fire proof" covers such as TenMat have a bearing on that ?
Yes. Those take the rating around the penetration, so there is no longer a penetration in the fire rating. Similar to boxing out a recessed panel with gyp board so the rating goes around the panel rather than being penetrated by the panelboard.
