multifamily residential service grounding and Bonding

I have be asked to look at what is needed to ground and bond a multifamily residential service.
there are 4 services in one area its is a very old home (4plex). no main breakers or ground rods.
each is completely separated. thought about running a bond from panel to panel then to the ground rod
and water pipe. Any suggestions would be very appreciated
 
Are the panels and meters located on each individual unit? Is so then you need 2 rods for each setup. Water pipes, if metal also need to be bonded or used as an electrode if applicable.
 
they are all side by side with in 4' x 5' area sunk in to the outer wall with a door to cover them.
and about 4 " apart meter can to meter can.
is it ok to just add a clamp to each panel and go from panel to panel the to ground rod and water pipe?
 
I am not sure about 4 separate services, I was thinking of doing something like this off 1 service.

i was thinking something similar coming of #1 panel ground bar to the #2 ground Bar to the #3 ground Bar to the #4 ground bar then to ground rod and the water pipe.
there is only about 5 breakers in each at the most the place is close to 70 years old.
