multifamily service change....Arc fault Breakers??

I'm doing a 2 family service change and adding landlord meter. I'm grabbing 3 gang meter socket 3 main breaker panels. My question is do I need to install arc fault circuit breakers?? I feel I do not because of section 220.12 (b). Right or wrong? This is in massachusetts, there is nothing in mass amendments about this. Thanks for help!

No you do not need arc faults. Not only does 220 not require it but also check out mass rule #3
