I ran into a job the other day that has a newer service that's 400amp rated with (2) meters & (2) 200 amp breakers that feed (2) 200amp main breaker panels. The service appears to have a water bond, and ground rods but these connections are in the utility side so I cannot verify it, but anyways the panels have only a 3 wire pulled to them and also have the grounds and neutrals together in these panels. The feeders are pulled in PVC so the pipe doesn't carry the ground either. The neutral should always be floated in sub panels, but I have never seen where they didn't have a ground wire and had the neutrals and grounds tied together and had the service properly grounded, most likely. Can someone explain to me what kind of problems this will cause.
I'm just looking for what kind of problems this can cause. Also the tenants (this is a restaurant) have never had any electrical problems either and this service was installed probably 7 years ago.
