Multiple Building Services (utility or not)?

I surveyed a building that has two panelboards, each with main breakers that are each fed from a switchboard in another separate building a couple hunderd feet away. This swbd is that buildings utility electric service. The building is undergoing an expansion and these panels are at capacity.

Can I add another underground feeder, from the existing swbd., to a third distribution panel with main breaker in the addition? This panel wouldnt be at the same location as the other two.

It appears that you are already in violation of the NEC rules.
225.30 Number of Supplies.
Where more than one building or other structure is on the same property and under single management, each additional building or other structure served that is on the load side of the service disconnecting means shall be supplied by one feeder or branch circuit unless permitted in 225.30(A) through (E). For the purpose of this section, a multiwire branch circuit shall be considered a single circuit.
