Absolutely. There are restrictions, of course. There is a limit of 40% on the amount of internal cross-sectional area that the conductors can occupy. You will probably have to derate the ampacity of the conductors. Is someone telling you otherwise?

Exactly what Charlie said, unless specs call for dedicated circuit and dedicated conduit, for instance fire alarm branch circuit.
