Multiple conductors through same opening in panel

Been tusseling with a builder out in bubba-land....

I informed the builder that multiple electrical conductors through the same opening in the panels is not allowed...could I be wrong? I don't think I am, but struggle to find it in the NEC.

Multiple conductors, and even multiple circuits, in one opening are definitely allowed. And may be good design.
On the other hand NM entering a panel through a sleeve or other opening without a clamp may be a problem. Likely is a problem with the NM runs in your photo. Alsoentially a wire fill and derating issue.
And service conductors cannot share a raceway with non-service (OCPD protected) conductors. Bottom entry point looks fine in that respect.

More thoughts if you can provide more details.

The picture is a code violation but it has been an accepted install around here since before I moved here in 1978. It is also common in other states -Arizona, Tx etc...but it is not compliant and is usually done when there is an outdoor panel.
