Multiple Disconnects for Apt. buoilding

I know this has been hashed and re-hashed, but still can't seem to find an answer. I have a large 3 story single apartment building. It has a pad mount transformer, 2 underground laterals, one feeding a 2000a main on exterior for 72 meter packs. The other lateral feeds a 1200a MDP inside the building for all "house power". This seems to violate 230.72, "Grouping of Disconnects". My concern in the event of a fire, the FD will only see the exterior main, and not the interior MDP. Any thoughts?

I would say that 2 underground service laterals would constitute 2 services. I think that you would have a violation of 230.2 unless you could one of the conditions of 230.2(A) through(D).

I agree with Chris that this is two separate services. And since the capacity requirement is in excess of 2000A, I'd say the second service is allowable per 230.2(C)(1).

The two services should have the identification plaques required by 230.2(E).
