what NEC section allows for installation of two (2) 1000A feeders to one (1) 1000A panel protected by 1000A main breaker?
Are you talking parallel feeders or do you mean two separate feeders fed from 2 breakers?
What is the load calculation for all of the loads that will be served by the 1600 amp service? Will these new switches be service disconnects or feeder OCPDs? What size are the service entrance conductors?
What about the other loads, the ones on the 400 amp breakers?
I don't know what an LSIG breaker is. How many service disconnects are in the panel?
Assuming multiple service disconnects you can do the proposed insatallation as long as the total calculated load for the service does not exceed 1900 amps.
Are they all service disconnects, or is there a main disconnect?...

Then you can do anything you want as long as the load calculation for all of the loads does not exceed 1600 amps. It sounds like you may have a total calculated load that is greater than 1600 amps.there is one main 1600A disconnect (breaker) and (2) - 1600A branch feeders and (2) 400A branch feeders
