Some things we do are based on past misconceptions and misunderstandings of safe installs I believe this issue is one.

There have been several cases where individuals have been shocked and/or killed due to improper grounding. Many in our industry fell that driven electrodes are a SAFE GURANTEE of a shock proof installation.

That was one of the biggest reasons for my proposal for the 2005 code that would have changed the term equipment grounding conductor to equipment bonding conductor. Many see the word "grounding" and think all they have to do it connect the equipment to a grounding electrode for it to be safe.

i have not personally seen any grnd rods on light poles, but have not worked on any dot poles either. i wonder if they are requiring them for lightning protection?
