You say, "main-tie-main." That tells me that Service 1 comes into one side of the gear, and that Service 2 comes into the other side of the gear. That is an "interconnection." But you ask if you are required to install an "interconnection." What other type of "interconnection" are you asking about?
Terminology: I think of an interconnection as being tied together as in parallel or in series. It would seem to me that the very nature of the gear would prevent any interconnection between the services. One or the other but not interconnected.

Are you asking if you are required to set up the switchgear such that you can place the two utility sources in parallel? That answer would be "no."
Are you asking if you have to be able to connect the switchgear in one electrical room to the switchgear in another electrical room. That answer would also be "no."
