Multiple services in one building

Good Morning
A condominium community is investigating ways to save monthly utility meter charges. In one section of the community, four multi-dwelling buildings (10 units ea) that are spaced 30' apart each have a house meter (paid by the homeowners assn) with a house panel serving exterior wall lighting fixtures that are photocell controlled. The thought is to disconnect three of the meters thereby saving $60 per month on avoided meter charges (3 @ $20 each). I am researching to have the remaining meter/house panel serving all four building lighting circuits by installing a branch circuit to each building's house panel. It would seem that this is a violation of 230.2. However,
it would seem that 230.2 (D) may allow this change since the house meter is a business rate (all other meters in each building's meter pack are residential)

First thing to look at is are they separate services going to the buildings or is it one service lateral going to four buildings? It sounds like you will just be turning 3 or the house meters into feeders from services. Are all the meters in one location or are they 11 meters at each building? It sounds like it is not a problem ( other then it seems like a waste of money, $2.00 a month per tenant for the house meter vs electricians rate for all the cut over) Depending on the code cycle you are under 08 or 05 you may have to change the grounding and bonding of the services meet 08 changes.
 
Yes, each building has it's own separately derived service. Each has an 11-meter pack. I agree, any way one looks at it, it is not cost-effective.
