The code does not seem to require the disconnecting means from different services to be grouped together.

There can be no more than six service disconnects grouped at a common location. If the service disconnects are not grouped, each set of service entrance conductors can have up to six disconnects. But they just must not exceed 6, correct?

Six per service, although I think you are allowed one remote disconnect for a fire pump that is not counted as part of the six, but I would have to look that up to be sure.
