I am looking at leaving the state of California however I have been doing electrical work here for 10 years. We do not have a master classification here and I do not want to restart my time for contractors license.

1. Will my time working in California count towards filing for my license in another state? Even without reciprocity?

2. Filling for a contractors license will I have to also restart timing since I am not a master electrician

3. Are there any routes I can take to get the master test out of the way and continue working

What credentials do you have now? Do you have a C-10 or journeyman? Most states do nor offer any reciprocity with CA but I think FL honors a C-10 to some extent. Most states will honor a CA journeyman or C-10 along with work experience proof to sit for their exam. If you have no credentials at all you are in for a rough time in most states. In addition, many states will require DOL approved apprentice training completion.

In WA a electrical contractor must have an electrical administrator. The administrator pulls permits, ensures work is done per code, but the admin does not have to be an electrician, if not an electrician they can not touch the tools
For journey level after July 2023 they will need to be apprentice school graduates to apply to take test. Currently non apprenticeship journey level need to prove 8000 hours and have 96 hours of in classroom training

I have a DOL approved apprenticeship certificate and have c-10 application in process with CA. It should be getting approved in September CA is backed up.

I really think your experiences and any licensing history will vary from place to place how they might handle it outside of any reciprocity agreements.

Here you possibly have enough credentials they may let you take contractor exam. Will possibly be by consideration of your experience and not so much by automatic qualification data. If not considered they maybe more likely to let you take journeyman exam. You are eligible to take contractor exam after having a journeyman license for a year.

ETA: I think reciprocity here is primarily for journeymen licenses. If you hold on in a reciprocating jurisdiction you can get one here by paying the license fee but do not need to take an exam.

Contractors only reciprocity is going to be in qualifications to take the exam, everyone still needs to take the exam to acquire the license but you need proper credentials before they even let you take that exam.
