Multiwire branch circuit??

I am putting ina new 200A 1 Ph service at an existing home that has a 100A panel. This new service is on a "detached garage" and I am re-feeding the existing 100A panel with a 100A breaker from the new service. I have a full size equipment grounding conductor run with the feeder conductors in an over head pvc conduit. Question is, do I need a new grounding electrode system for the existing building (there is not an existing one) or does 2008 NEC, Art. 250.32 (A) Exception apply???
 
If I'm comprehending correctly, the new service is on the detached garage and it's feeding the house's existing 100A panel, complete with equipment grounding conductor.

If that's the case, then no, that 250.32(A) Exception doesn't apply because you have a feeder, not a branch circuit. You'd need to drive some ground rods or something at the house and run a GEC into the 100A panel and land it with the EGC from your service feeder...
