The handle ties should be allowed for MWBC-- 240.15(B)(1)

at one time some gear manufacturers did not supply 3 pole handle ties so a 3 pole breaker (or some other method) was needed. That may not be the situation today.

GE makes handle ties for 3 poles that cost $1.00. 3 sp breakers and a handle tie is about $15.00 or more cheaper than a 3 pole breaker.
