Musical T8 Fluorescent Lamps

I have a question about swapping T8 bulbs around. Today while working on some lay in lights I thought I was going to have to change a ballast, but I swapped the lamps around and all the sudden they all started working. I did this on several lay in lights. Anybody know how this is possible?

Sounds to me like the ballasts shut down due to 'end of life' protection.

When the lamps get old they become hard to start and the ballast electronics shut down that tube.

Swapping them around may reset that protection for a short time but really it's time for new lamps
