Is it good electrical practice to run a Non MC MV cable tthrough a concrete block, is there a possibility of the concrete damaging the PVC sheath on this cable the local contractor here in Peru has done just that with an underground temporary MV feeder cable.

Other than protection from physical damage, I see no problem. We have had problems with something in wet concrete that has caused problems with XHHW 600V cable but I don't see any relationship. :)

If it is a wall made of concrete blocks and the cable was properly protected during the pull and it does no exposed to sharp stresspoints at the penetrations, it should be OK.

If the concrete was poored over a cable that was placed prior, the same as above applies except the issue of repair or replacement would represent additional burden. Depends on the length of the burial I would be also concerned about the current rating.
