We are in a hospital mega project where the hospital building has #2 central RMUs to receive the supplied power by an external service building, the central RMU is not a breaker type only LBS+fuse, the question raised by the supervisor on site, why shouldn't we have a RMU with breakers rather than having a RMU with LBS+fuse, in my opinion it's not a worth since we have already a breaker at the source in the service building & all of the transformers have their own distribution RMUs LBS+fuse, the system in sequence from the source as follows:

OCPD SF6 (at service building)
LBS+fuse (at hospital building which proposed by the supervisor to be replaced)
LBS+fuse (at each MV/LV transformer in loop)
 
As long as the protection is properly coordinated I don't see anything wrong with it. It could be more of an operational consideration since a breaker can be more easily reset than replacing fuses. Also, breakers can be opened and closed more easily if that is a need.
