MV-MC Cable Termination

I have an installation where the contractor installed an armored MV(MC) cable in cable tray. Originating at switchgear, the cable routes outside the building to a Quazite J Box where it is spliced to individual MV cables.
The underground portion is in GRS which extends in the building and vertical to the cable tray for protection.
In order to facilitate the splice, the contractor removed the corrugated
jacket from from the cable on the portion that is in the GRS conduit.
Violation ? Problem ?
 
If the MC armor is electrically continuous and grounded on one end and some other grounding conductor is present there isn't a technical problem. I'm not going to address the code side of this, this sounds like a cousin to the discussion of whether the Romex outer sheath can be removed for a short distance when the Romex is run in EMT down an unfinished basement wall. People start talking about labeleing of the conductors vs. labeling of the sheath as an assembly, when the real issue should be what are the manufacturer's specifications for the conductors, not waht are they labeled as.
