MV - Working Space for 12,460 VAC

I have two Cooper Medium Voltage (12,460 Vac) Enclosed switches that have switches on both ends of the enclosures.
The two Cooper units are end to end across from each other, with Dead Break Connectors on the terminals.

NEC Table 110.34(A) tells me the minimum depth of Clear Working Space for Condition 3 is 2.8m (9') for "Exposed live parts on both sides of the working space".

My GC and EC are stating that because the terminals are insulated (have Dead Break Connectors) for the terminals that, Condition 1 applies because the terminals are insulated.

Both switches can be opened at the same time and therefore I believe that Condition 3 applies.

If the terminals have the Dead Break Connectors installed, are the terminals considered Exposed or Insulated for this installation?

Please reply for NEC requirements.
