mwbc for bathroom and laundry?

In a residental home a bathroom and laundry room are right next to each other. A 12/3 homerun is brought out to a box in front of both rooms and a 12/2 is used to feed each room individually from there. Are they still considered dedicated 20A receptacles even though the neutrals are shared upstream?
 
A 'circuit,' dedicated or not, is determined by the last overcurrent device. The arrangement of the neutrals has no bearing on whether something is a circuit or not.
 
A 12/3 homerun that you've described is code compliant. Each room is on a 20 amp circuit. The same would hold true for the two required SABC's needed to supply a kitchen counter.
