For 1p-20a circuits and sharing neutrals 1" EMT Homerun pipe with #10's out of panel.

I CAN'T pull 12 circuits because that would be 9 hots, 4 neutrals(1 for every 3 circuits) and 1 ground. That would be 17 wire and I'd be over 40% fill

If I pull in 11 circuits that would be ok?

Make sense?
 
"9 hots" would not make sense for 12 circuits but, yes, 11 MWBC on a 3 phase panel with an EGC would comply with a 1" EMT
 
I do but it's rare that I find them.
For CCC count, but not for conductor fill.
Is that why relocated services like this pass inspection?

All branch circuits in 5ft long conduit, then bundled together in attic, from prior service location?

Counted 24 CCC's in this pipe, which wont reduce ampacity by 50%, with official Mulligan from AHJ building permit & inspection.

T.310.15(C)(1) * Note below table
"The count shall not include conductors that are connected to electrical components that cannot be simultaneously energized."
