If it's the type that has teeth that dig into the metal it's good for grounding. If it has a gasket then no.

I know most I’ve worked with always have had the gasket on the bottom side for sealing with additional surface area wider than the gasket to make contact I assume? And the lock nut always have had small fine teeth.
 
Does it not depend on voltage. Hubs with no grounding means are listed as DWTT, those with grounding KDER ??.
KDER is listed for bonding 250.97 over 150 volts whereas DWTT is not
