Myers Hub with PVC

Would a hub be required if PVC is being used. Its (2) 3 1/2" conduits comming from an enclosed breaker for a service. They are comming out of the top. Im pretty sure I know the answer but I want to make sure Im not wasting money on Myers Hubs

I believe you can use either a Myers hub or weatherproof locknuts but the answer is yes you need more than the connector if you penetrate the top in a wet location.

These would be my two main concerns as well.
Typically, I have seen PVC with hubs only, when installed where it is necessary to have an entry that does not permit the entrance of water. Maybe that is just what contractors provide in our area.
