Mystery AC on grounding conductors

Yesterday, I observed the currents in the table.

These panels are in a park and the MCB is mounted on the side of the meter cabinet. The CB subpanel is mounted on a wood "telephone" pole with a light and camera.
Elapsed time was about two minutes for each breaker. The AC current display of the (zeroed) Southwire 21050T meter was constantly changing by a few milliamperes - slowly drifting up and down, up and down. Only breakers numbers 8 & 10 are connected to devices on the pole with the CB panel; the rest of the conductors are underground in PVC conduit. [I don't know if the neutral is bonded to the ground on either panel. Nor do I know if the MCB panel (360' away) is equipped with a ground rod. I didn't open the panels.]

I am trying to get some ideas where these currents are originating. The area is mostly woods. There is an apartment building about 215 feet away. I know nothing about the apartment building.
