Mystery slot in old GE service panel

I have a 50 year old GE service panel with no labeling. I have one double slot with a vertical connection to the bus on the top half and no connection on the bottom half. Can someone please tell me what this is? Thanks a lot.

Like infinity mentioned, perhaps it might be a split-bus panel. Can you post a picture that includes several breakers both above and below this slot? Or a shot including all of the breakers if the picture is reasonably focused.

I can do that tomorrow, but I can tell you that this is the only slot like this. All the rest look just like it, but have a connection on the top and the bottom. Could this be a phantom slot?
