Are all N4X JBs PVC coated? A certain area in a WWTP requires N4X JBs. Most of the boxes are PVC coated with the exception of 1 SSTL box. How can I determine if this box is N4X?

NEMA 4x means they are corrosion resistant, most of the ones I am aware of are Stainless Steel. So the answer to your first question is no.

I don't think I've ever seen a PVC coated junction box.

I have seen all kinds of type 4X boxes though. Some are made of plastic or fiberglass. Some are made of stainless or aluminum. A box that is listed as type 4X will have a label saying it is type 4X.

Incidentally it is probably inappropriate to refer to enclosures as any kind of Nema type. I believe the code requires listing for enclosures other than type 1 and no one makes enclosures to Nema standards anymore for listing purposes. They have to meet the UL standard as opposed to the Nema standard.
